Welcome to Locara. These Terms of Service (“Terms”) govern your use of the Locara platform, available via web and mobile applications (the “Service”), operated by Locara, Inc. (“Locara,” “we,” “our,” or “us”).

By accessing or using Locara, you agree to be bound by these Terms. If you do not agree, do not use the Service.

1. Platform Purpose

Locara is a social platform designed around shared context: where you live, what you care about, and who you know. It is built for private, meaningful interactions, not public performance, follower counts, or algorithmic feeds.

2. Eligibility

To use Locara, you must be at least 18 years old, or the minimum digital consent age in your country of residence, whichever is higher. If you are under the age of majority in your jurisdiction, you may only use Locara with the supervision and consent of a parent or legal guardian.

You represent that you have the legal right and authority to accept these Terms. If you are using Locara on behalf of an organization, you confirm that you have the authority to bind that organization to these Terms.

3. Account Registration

To use Locara, you must create an account using your email or optionally sign in through Apple or Google using Single Sign On. We request only the minimum information needed to authenticate your account.

You are responsible for maintaining the security of your credentials and for all activity under your account. You agree not to create accounts using false information or impersonate others.

4. Privacy and Data Use

Locara is a privacy first platform. We do not use tracking, surveillance, or behavioral profiling. For details on how we collect, store, and protect personal data, please review our Privacy Policy.

All user data is securely hosted using Bubble.io, a United States based cloud infrastructure provider. We do not integrate third party tracking SDKs, ad cookies, or analytics systems.

We use only essential session cookies to maintain secure login and basic app functionality. These cookies do not track you and are fully described in our Privacy Policy.

5. Ethical Advertising

Locara may display non tracking, contextual ads from approved providers such as EthicalAds, Adnuntius, or AdButler. These ads are never based on user behavior or third party tracking. Users can remove all ads by subscribing to our ad free tier. We will never introduce surveillance based ad targeting.

6. Circles, Content, and Visibility

Locara organizes users into private Circles based on geography, interests, and trusted relationships. You control which Circles you join and who sees your content. Your content is only visible to the members of the Circles you post into.

You retain ownership of your content. By posting, you grant Locara a limited, non exclusive license to store, display, and deliver your content only as needed to operate the platform. We will not use, distribute, or modify your content beyond those purposes.

You agree not to post:

Anything unlawful, harassing, or discriminatory

Misinformation or impersonation

Content that violates intellectual property or privacy rights

We reserve the right to remove content that violates these rules.

7. Acceptable Use and User Conduct

Locara is built to support real connection in trusted, context based spaces. To keep those spaces safe and respectful, you agree to use the platform responsibly and in accordance with the following rules.

You may not use Locara to:

Harass, threaten, abuse, stalk, or intimidate any person or group

Share content that is hateful, discriminatory, defamatory, or violent

Promote false, misleading, or intentionally deceptive information

Post or distribute spam, unsolicited promotions, or fraudulent content

Engage in behavior that constitutes incitement, doxing, or targeted harassment

Infringe on the intellectual property, privacy, or publicity rights of others

Access or attempt to access another user’s account without permission

Scrape, copy, modify, or reverse engineer any part of the Service

Use automation, bots, or other tools to distort user behavior or access patterns

Circumvent visibility settings or attempt to extract content from private Circles

Introduce malware, viruses, or harmful code into the platform

Use Locara to coordinate or promote illegal activity

8. Content Moderation Process

We review reported content within 72 business hours. Users may appeal decisions by emailing help@locara.net within 30 days. Appeals are reviewed by a different team member. Enforcement actions may include warnings, feature restrictions, suspensions, or bans. Severe violations may lead to immediate termination.

9. Termination

You may delete your account at any time through your settings. Upon deletion, your content and personal data are scheduled for permanent erasure within 30 days unless retention is required by law or needed to respond to a dispute, abuse report, or legal request.

We reserve the right to suspend, restrict, or permanently terminate your access to Locara if you violate these Terms, abuse the platform, or create harm or risk for others.

10. MVP Notice and Platform Changes

Locara is currently operating in a Minimum Viable Product phase. While we are committed to quality and stability, some features may be incomplete, experimental, or subject to change without notice.

You acknowledge that Locara may add, remove, or modify features at any time and may discontinue certain functionality based on user feedback, technical feasibility, or business needs.

11. Intellectual Property

Locara’s name, logo, brand elements, software, and user interface are the exclusive property of Locara, Inc. and are protected by copyright, trademark, and other applicable laws.

You may not copy, reproduce, distribute, modify, publicly display, or use our branding or interface elements without prior written consent.

12. Governing Law and Jurisdiction

These Terms are governed by the laws of the State of Delaware, United States. If you are a resident of the United Kingdom, European Union, or another country with mandatory consumer protection laws, nothing in these Terms overrides those rights.

Any disputes will be resolved in the courts of Delaware, unless applicable law provides otherwise.

13. Consumer Rights for UK and EU Users

If you reside in the United Kingdom or European Union, you may have additional rights under the Consumer Rights Act 2015, the General Data Protection Regulation, or equivalent local laws.

14. Breach Notification

In the event of a data breach involving your personal data, we will notify you without undue delay, including:

A description of the nature of the breach

The categories and approximate volume of data affected

Contact information for follow up

Actions you can take to protect yourself

Our mitigation steps

Where required, we will also notify regulators under GDPR Article 33.

15. Data Access and Portability

You may request a copy of your personal data at any time by contacting help@locara.net. We will verify your identity and provide your data in a structured, commonly used, machine readable format.

16. Data Processing Agreements

For organizational users who require additional contractual protections, Locara offers a Data Processing Addendum upon request. Our DPA includes appropriate safeguards such as Standard Contractual Clauses where applicable.

17. Use of Cookies

We use only essential session cookies necessary to operate the platform securely. These cookies do not track you or share your data and are explained in detail in our Privacy Policy. No third party cookies are used.

18. Disclaimer of Warranties

The Service and all related content are provided “as is” and “as available” without warranties of any kind. We disclaim all implied warranties, including merchantability, fitness for a particular purpose, and non infringement. We do not guarantee uptime or uninterrupted functionality.

19. Limitation of Liability

To the maximum extent permitted by law, Locara is not liable for any indirect, incidental, special, consequential, or punitive damages, or loss of profits, data, or goodwill. Total liability is limited to 100 dollars or the amount you have paid us in the past 12 months, whichever is greater.

Some jurisdictions do not allow such exclusions, so this limitation may not apply to you.

20. Indemnification

You agree to indemnify and hold harmless Locara and its affiliates, officers, employees, and agents from any claims, losses, or damages arising out of your content, your use of the Service, your violation of these Terms, or your violation of another user’s rights.

21. Dispute Resolution

Before pursuing formal legal action, you agree to contact us and attempt to resolve disputes informally. If unresolved after 60 days, disputes will be handled via binding arbitration under AAA Consumer Arbitration Rules. No class actions are permitted. Exceptions apply for IP disputes and injunctive relief.

22. Changes to These Terms

We may update these Terms from time to time. Material changes will be communicated via email or in app notice. Continued use of the Service constitutes acceptance of the revised Terms.

24. California Privacy Rights (CCPA)

California residents have the right to know what personal information we collect, to delete personal information, and to non discrimination for exercising these rights. We do not sell personal information. To exercise these rights, contact privacy@locara.net

Privacy Policy

Locara Privacy Policy

Effective Date: October 2025

Locara is a product of LifeStatus LLC. This Privacy Policy explains how Locara collects, uses, and protects information when you use our platform, applications, and related services. Locara is built on a privacy first foundation. We do not sell, rent, or trade user data. We do not use behavioral tracking, algorithmic feeds, or public metrics.

By using Locara, you agree to the terms described in this policy.

1. Information We Collect

Locara is designed to collect as little personal data as possible. The information we collect is limited to what is required to operate the platform securely and provide expected functionality.

Information you provide directly:

Name or display name you choose to show.

Email address used to register your account.

Location information you manually enter, for example selecting your city to join a local circle.

Posts, comments, or content you create within your circles.

Optional profile photo or image.

Information collected automatically:

Basic technical details required for secure access such as IP address, browser type, and device model.

Session information necessary to maintain login state and prevent fraud.

No cookies are used for tracking or advertising purposes.

Locara does not use fingerprinting, behavioral analytics, or third party advertising SDKs.

2. How We Use Information

We use the limited information we collect to:

Provide and maintain your Locara account.

Deliver posts and updates within your circles.

Communicate service related notifications.

Maintain platform security and prevent abuse.

Perform anonymized performance diagnostics to ensure reliability.

We never use your information for targeted advertising, algorithmic ranking, or public engagement scoring.

3. How We Protect Information

Locara uses secure encryption and access control at all layers of the application stack.

All data is encrypted in transit using HTTPS and TLS and at rest.

Access to infrastructure and databases is strictly controlled.

No employee or third party has access to user content except as required for legal compliance or abuse prevention.

Multi factor authentication is enforced for administrative access.

We continuously review and audit our security practices to align with industry standards.

4. Limited Functional Integrations

Locara uses a small number of third party infrastructure services to provide essential product functions such as email delivery, city based autocomplete, in app notifications, and content moderation. These integrations are configured in strict privacy mode and do not collect or share user data for advertising, analytics, or profiling purposes. All tracking features including open and click tracking, analytics, and device telemetry are disabled. No personal identifiers are shared with any partner.

Postmark

• Function: Transactional email delivery for account verification, password resets, and notifications

• Data Shared: Email address for delivery only

• Tracking: Disabled

• Retention: Deleted automatically after 45 days

Google Maps API

• Function: City based autocomplete for location fields

• Data Shared: Search text and approximate location from browser

• Tracking: Minimal and non persistent

• Retention: Deleted after lookup

OneSignal

• Function: In app and push notifications

• Data Shared: Device token only

• Tracking: Analytics and engagement tracking disabled

• Retention: Retained until user disables notifications

OpenAI Moderation API

• Function: Screening of text and image posts for inappropriate content

• Data Shared: Post content only, no user identifiers

• Tracking: None

• Retention: Temporary logs up to 30 days for abuse detection

Google Cloud Video Intelligence and AWS Rekognition

• Function: Video safety and moderation scanning

• Data Shared: Video content only, no user identifiers

• Tracking: None

• Retention: Deleted immediately after analysis

5. Data Sharing

Locara does not share, sell, or rent user data.

Limited technical data may be transmitted to infrastructure service providers for delivery of essential features such as emails, notifications, or content safety.

These providers operate under strict privacy controls and are contractually and technically restricted from using any data for analytics, marketing, or model training.

Locara’s integrations with these providers are limited to operational functions only.

6. Data Retention

Locara retains account information only as long as necessary to operate the service or as required by law.

Data transmitted to infrastructure partners such as Postmark, OpenAI, Google Cloud, or AWS is stored only as long as necessary to complete its technical purpose.

Each partner automatically deletes processed data in accordance with their retention policy, which ranges from transient deletion to a maximum of 45 days.

Locara does not retain or archive copies of this data once transmission is complete.

Users may request deletion of their account at any time. Upon deletion, all associated data is permanently erased from Locara’s servers.

7. Cookies and Local Storage

Locara uses only functional cookies and local storage to maintain login sessions and app settings.

No cookies or local storage data are used for advertising, tracking, or analytics.

8. Children’s Privacy

Locara is intended for users age 18 and older.

If this requirement changes in a future phase, Locara will implement full compliance with COPPA, GDPR, and applicable app store age verification policies.

9. International Users

Locara currently operates in the United States.

If accessed from outside the United States, data may be transferred to United States based servers.

International expansion will include compliance with GDPR, UK GDPR, and other applicable data protection frameworks.

10. Your Rights

Depending on your location, you may have the right to:

Access a copy of your personal data.

Request correction or deletion of your data.

Withdraw consent for optional features.

Request details about how your data is processed.

Requests can be sent to privacy@locara.net and will be answered promptly.

11. Transparency and Control

Locara operates under a privacy by design framework managed by its parent company, LifeStatus.

All integrations are reviewed for compliance before implementation.

Users may contact privacy@locara.net at any time to request information about current service providers or to withdraw consent for optional features that rely on them.

12. Updates to This Policy

Locara may update this Privacy Policy from time to time to reflect new functionality or legal requirements.

When changes are made, the effective date at the top of the page will be updated.

If the changes are significant, users will receive an in app notice before they take effect.

Child Safety and CSAE Prevention Standards

Child Safety and CSAE Prevention Standards

Locara has zero tolerance for child sexual abuse material. The platform is designed for adults eighteen and older. Locara prohibits the sharing, creation, solicitation, or distribution of child sexual abuse material in any form. These standards describe Locara’s policies, reporting practices, AI detection processes, moderator responsibilities, and legal obligations regarding child safety.

1. Platform Eligibility and Age Requirements

Locara is an eighteen plus platform. Users under the age of eighteen are not permitted to create an account. This restriction is designed to reduce risk, maintain user safety, and minimize exposure to illegal or harmful content.

2. Zero Tolerance for Child Sexual Abuse Material

Locara does not permit content or behavior that involves the sexual exploitation, abuse, or endangerment of a minor. This includes images, videos, links, written content, attempted distribution, requests, or the promotion of child sexual abuse material. Any attempt to share such content results in immediate action.

3. Detection and Moderation Practices

Locara uses a combination of AI scanning, automatic content flagging, user reporting, and human review to identify violations of these standards. When content is posted, Locara’s AI technology scans the image for prohibited or sexually explicit content and flags material that may violate platform rules. If content is flagged through AI or user reporting, it is removed from public visibility immediately.

Flagged posts are sent to the moderation panel where an admin reviews the content. The moderation workflow is as follows:

  • AI or user report triggers an automatic removal from all public feeds
  • The admin reviews the flagged content
  • The post is deleted if the violation is confirmed
  • The offending user is notified
  • The user account may be suspended or permanently removed depending on severity

If the report is submitted by email to support, it enters the support queue with urgent priority. Staff review the flagged content at the earliest opportunity and take the same actions described above.

4. User Reporting of Child Safety Concerns

Users can report content or accounts that may involve child exploitation through the in-app reporting tool. Reports currently use general reporting categories. All reports involving potential exploitation of minors are treated with the highest priority.

Users can report:

  • Suspected child sexual abuse material
  • Harmful or illegal content
  • Accounts attempting to solicit minors
  • Any behavior that may involve child exploitation

The report immediately removes the content from public visibility. The admin then reviews the content and takes action as required. The identity of the reporting user is not shared with the reported account.

5. Emergency Escalation and Law Enforcement Reporting

Locara complies with all applicable child protection laws. When content is confirmed or strongly suspected to involve child sexual abuse material, Locara:

  1. Disables the content automatically through the flagging system
  2. Files a report with the National Center for Missing and Exploited Children CyberTipline
  3. Preserves necessary data related to the report as required by law
  4. Disables or terminates the associated user account
  5. Cooperates with law enforcement when legally obligated

Locara does not notify the reported user of the pending escalation.

6. Data Preservation and Privacy Protection

When required to escalate a case involving child sexual exploitation, Locara preserves only the information that is legally required for reporting and investigation. Preserved data is stored securely for the mandated retention period. Outside of these circumstances, Locara does not store, share, or transmit content that violates these standards.

7. Moderator Guidelines and Responsibilities

Moderation is handled by a dedicated admin account monitored by Locara leadership. The moderator follows a documented workflow that includes:

  • Immediate review of flagged content
  • Removal of illegal content
  • Account disablement when necessary
  • Submission of NCMEC reports for confirmed CSAM
  • Documentation of all escalated actions
  • Preservation of relevant data
  • Compliance with United States child protection laws

The moderator reviews and updates internal procedures twice a year.

8. Cooperation with Legal Authorities

Locara complies with legal obligations in the United States and cooperates with regional or national authorities during investigations involving minors. Locara responds to legally valid requests in accordance with its Privacy Policy and data protection practices.
